 AN  ACT to amend the public authorities law, in relation to establishing
   the downstate New York power authority, and providing for  its  powers
   and duties

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Article 5 of the  public  authorities  law  is  amended  by
 adding a new title 1-C to read as follows:
                                 TITLE 1-C
                    DOWNSTATE NEW YORK POWER AUTHORITY
 SECTION 1022.   SHORT TITLE.
         1022-A. DEFINITIONS.
         1022-B. DOWNSTATE NEW YORK POWER AUTHORITY.
         1022-C. DOWNSTATE  NEW YORK POWER AUTHORITY SERVICE AREA; EXTEN-
                   SION OF SERVICE AREA.
         1022-D. POWERS AND DUTIES OF THE AUTHORITY.
         1022-E. ACQUISITION OF PROPERTY, INCLUDING THE EXERCISE  OF  THE
                   POWER OF EMINENT DOMAIN.
         1022-F. DEPOSIT AND INVESTMENT OF MONEYS OF THE AUTHORITY.
         1022-G. CONFLICTS OF INTEREST.
         1022-H. SALE OF SURPLUS POWER.
         1022-I. AUDIT AND ANNUAL REPORTS.
         1022-J. BONDS, NOTES AND OTHER OBLIGATIONS OF THE AUTHORITY.
         1022-K. STATE AND MUNICIPALITIES NOT LIABLE ON BONDS OR NOTES OR
                   OTHER OBLIGATIONS.
         1022-L. AGREEMENT OF THE STATE.
         1022-M. EXEMPTION OF THE AUTHORITY FROM TAXATION.
         1022-N. ACTIONS AGAINST THE AUTHORITY.
         1022-O. EQUAL EMPLOYMENT OPPORTUNITY.
